Landfill Coupons

It’s now even easier for you to use your landfill coupons!

In response to public comment about the distribution and use of landfill coupons, the City of Sheridan has identified and developed a more efficient and fair system for providing this same service to a wider range of customers.

Why is a new system necessary?

Currently, landfill coupons are removable tabs included every other month in your City utility bill. Each coupon allows a utility customer to dump up to one ton of waste at the landfill. That’s up to six tons of FREE waste disposal per customer per year! Unfortunately, there are several flaws in the existing system, including:

  • Transferability of printed coupons allows a residential customer to give their coupon to a commercial or County customer.
  • Tenants whose landlords maintain accounts in their name, lot owners within master metered subdivisions, and trailer park tenants are indirectly paying for their utilities but do not receive the benefit of the landfill coupon.
  • Customers often present the wrong part of the utility bill (that without the coupon), or bring their MDU bill instead, and demand free service.
  • Customers do not realize their coupon has an expiration date.

How will the new system work?

Under the new system, you will still be able to dispose of the same amount of waste free of charge. Beginning February 1, 2012, landfill coupons will be administered through the landfill scale house. This system will eliminate the inefficiencies and inequalities described above and will operate as follows:

  • Landfill coupons will be tracked and administered at the landfill using a database of resident addresses associated with each current utility account.
  • Six (6) free disposals (up to one ton) will be allowed per physical address beginning January 1 each year. These disposals will be checked off as customers use the landfill for free dumping. When all six coupons are used, then free dumping is used up for that year for that address.
  • Each customer must provide identification and proof that they reside at a physical address within the City of Sheridan (e.g., City utility, MDU, or other bill bearing the customer name and physical address).
  • Landlords with master meters for multiple dwelling units may participate in the program by contacting the landfill and providing information to add their units to the database. This will allow their tenants to use the free landfill service.
  • In situations where residency may be disputed, landfill patrons may fill out a “Residency Verification Form” that allows the City to bill the patron if residency cannot be verified. This form allows the customer to empty their waste load at the landfill and return within 24 hours to verify residency.
  • Effective February 1, 2012 – paper coupons will no longer be valid.

What are the benefits of the new system?

  • More City residents will be able to dispose of waste free of charge.
  • Identification and proof of physical address are all that is required to dump.
  • You may use your free disposals at any time throughout the year.
  • City costs to produce bills will be reduced.
  • Fraudulent residency claims will be reduced.

What are the limitations?

  • Limitations for coupon use will continue to be the same as before (as listed below):
  • Loads shall have a net weight of one ton or less;
  • Loads shall be separated into categories of household garbage, green waste, construction & demolition, metal, and other recyclable materials;
  • All customers shall be required to cross the landfill scales and a fee waiver transaction completed.
  • Fee waivers listed above include:  trash resulting from seasonal or periodic clean-up of the owners premises, garden trash, lawn, hedge or tree trimmings, discarded furniture, fixtures, appliances, automotive parts, or other articles not ordinarily considered normal household or business waste.  Refrigeration units will be charged a $25.00 decommission fee for any units that have not been decommissioned by a State certified technician.  Liquid paint, pesticides, fertilizer, chemicals or other hazardous materials are considered to be Household Hazardous Waste.  Please call 674-8461 for more information and restrictions.
